CDA Formalizes Marshfield Clinic Fine

The Community Development Authority of Stevens Point on Thursday has formalized an agreement which forces Marshfield Clinic to fork over some $80K for not beginning construction by an agreed-upon date.
In February, the City-Times reported the city had already planned for the $80K fine, which comes through a breach of on agreement between Stevens Point and the clinic. Construction on the Marshfield Clinic needed to begin within four years of signing the agreement back in March 2008. Construction didn’t begin on the project until November of last year.
CDA Director Michael Ostrowski told city leaders then that the $80K was planned for completing the former Centerpoint Mall lot.
According to city documents the fine will be used for extending existing water, sewer and power lines and environmental cleanup on the site, which has soil contamination from a dry cleaners previously located on the property. That cleanup is one condition agreed to between the city and Mid-State Technical College, which is relocating part of the space next year.
Marshfield Clinic is building an $18M facility on the property, which is located on the corner of Highway 66 and I-39 and is expected to be completed in October.
