Junction City Woman Charged with Third OWI, Cocaine Possession

After being pulled over for speeding, a Junction City woman faces multiple misdemeanor and felony charges including OWI and possession of cocaine.
Sarah Raab, 54, is charged with her third offense of operating while intoxicated, which carries a maximum fine of up to $2,000. She also faces a minimum of 45 days in jail, which could be extended up to one year if convicted. A charge of obstructing an officer can add on up to a $10,000 fine, nine months imprisonment or both. Possession of cocaine carries a sentence of up to a $5,000 fine and one year in jail.
Raab is also charged with four counts of felony bail jumping, each carrying a sentence of up to a $10,000 fine, six years imprisonment or both if convicted.
Raab made her initial appearance in Portage County Circuit Court on June 27.
According to court documents, Stevens Point police pulled Raab over for speeding on June 11. The officer’s radar reading detected her vehicle traveling at 46 miles-per-hour in a 25 mph zone.
When the officer first made contact with the driver, Raab identified herself by two different names before finally admitting her real identity. Dispatchers then notified the officer that Raab’s license had been suspended due to unpaid fines.
While speaking with Raab, officers noticed her eyes were droopy and her speech was slow, and she had begun to drool in the corners of her mouth. Upon exiting her vehicle Raab also appeared unsteady on her feet, according to the complaint. She later struggled with field sobriety tests but denied consuming alcohol — something a breathalyzer confirmed — leading officers to believe she was driving under the influence of drugs.
A search of Raab’s car uncovered multiple syringes containing an unknown red liquid and a tin containing cotton, which is often used to break down powdered drugs into liquid form, according to the complaint. A pen casing was also found containing a white powder residue.
The white powder was tested on site and found positive for cocaine, at which point Raab was taken under arrest.
She is currently being held on a $4,000 cash bond. Raab returns to court for her preliminary hearing on July 18.
