Eighth in Central Wis. Heroin Ring Sentenced

The U.S. Attorney has announced another defendant in a Central Wisconsin heroin conspiracy has been sentenced to federal prison.

Charles D. Hall, 31 of Waupaca, was sentenced on Aug. 31 to 13 years in prison for distributing heroin by U.S. District Judge William M. Conley. Hall pleaded guilty to the offense on June 10.

Hall is the eighth defendant sentenced by Conley in connection with an investigation by the Central Wisconsin Drug Task Force and the Wis. Department of Justice.

On January 14, 2016, Cody Thompson was sentenced to 30 months for distributing heroin; on January 21, 2016, Megan Pray Genett was sentenced to 24 months for distributing heroin; on February 2, 2016, Marguerite Tompkins was sentenced to 60 months for conspiring to distribute heroin; on March 8, 2016, Kristy Dietel was sentenced to 36 months for conspiring to distribute heroin; on March 22, 2016, Tiffany A. Bell was sentenced to 138 months for conspiring to distribute heroin; on April 15, 2016, Gregory D. Richardson was sentenced to 120 months for conspiring to distribute heroin; and on April 22, 2016, Hannah J. Hovick was sentenced to 30 months for distributing heroin.

Conley imposed the lengthy sentence after Hall was found to be responsible for distributing 2.8 kilograms of heroin and that he was a “manager or supervisor” of criminal activity involving five or more people in a large ring of dealers in the area. Conley also said was more culpable than the previously-sentenced defendants.

A related January 27, 2016 indictment charges three other men — Hurley C. Jackson, 33; Terrance D. Jackson, 29; and DeWight S. Williams, 37, all of Milwaukee — with conspiring to distribute more than 1,000 grams of heroin.
