Daytime Stop for Speeding Yields Fourth OWI

A man from Milwaukee has been arrested for his fourth OWI charge in five years following a traffic stop in the Town of Hull.
Roberto Torres, 54, was pulled over for speeding at about 2:40 PM while traveling west on I-39 near Casimir Road. A Wisconsin State Trooper determined Torres was traveling 89 miles-per-hour in a 70 mph speed zone.
Torres told the trooper he was preoccupied by a conversation with the vehicle’s occupants and wasn’t aware he was speeding. According to the criminal complaint, Torres told the trooper he was on his way to Minocqua to help a friend repair a roof.
The trooper noted an odor of alcohol in the vehicle, and that Torres’ eyes were bloodshot. When asked if he’d consumed any alcohol that day, Torres initially said he had “one Hi-Life” about three hours before he’d been stopped, but then later said he’d consumed two beers.
Torres has three previous OWI convictions, according to the complaint, and as a result was restricted to a blood alcohol content of .02 percent. The breathalyzer indicated Torres had an alcohol content of .094.
After being taken into custody, Torres said his vehicle had broken down earlier that day, and while he was waiting for help, he drank “three to four beers and a shot of Tequila”, according to the complaint.
Torres was also cited for speeding.
If convicted, Torres could face up to six years in prison and lose his drivers license for up to three years.
