Plover man arrested for alleged 2012 sexual assault

PORTAGE– Attorney General Josh Kaul announced on Wednesday that the Wisconsin Department of Justice (DOJ) has charged Terence D. Blackmon, of Plover, with Second Degree Sexual Assault for an incident that occurred in May 2012 in Stevens Point.
According to a news release from the DOJ, the 45-year-old Blackmon was was arrested by the DOJ Division of Criminal Investigation (DCI) on July 9. Blackmon was booked into the Portage County Jail.
“Through the Wisconsin Sexual Assault Kit Initiative (WiSAKI), a DNA profile was developed from the evidence contained in the victim’s sexual assault kit which was consistent with Mr. Blackmon’s profile in the FBI’s Combined DNA Index System (CODIS).”
According to the criminal complaint, Blackmon sexually assaulted a woman around May 5, 2012. If convicted, Blackmon faces up to 40 years in prison.
The incident was investigated by the Stevens Point Police Department, and the Wisconsin Division of Criminal Investigation.
Victim services are being provided by the Portage County Victim Witness Office. The case is being prosecuted by DOJ Division of Legal Services Assistant Attorney General Noel A. Lawrence, with authorization from the Portage County District Attorney.
