Community Development Administrator Ryan Kernosky met with Gazette staff to give his weekly update on everything Plover. Kernosky touched on upcoming apartment development plans, TIF No. 4 amendment movements and more.
More apartments could come to Plover
Village leaders announced that S.C. Swiderski submitted an offer to purchase on a roughly two-acre parcel of land behind Ashley Home Furniture Store in Plover’s Crossroad Commons. The property would be used for a “high-end” apartment complex.
Kernosky noted that the village had encouraged Swiderski, based in Mosinee, to develop on the grounds to continue the economic resilience of the commons while also adding more housing in the village. “Having that apartment complex, I think, will help with business and economic development in the area,” Kernosky explained.
The project’s only developer incentive is a reduced land cost. If Swiderski proceeds with the plan, they will pay roughly $320,000 to the village. The village will then return $318,000 to the developer, netting the municipality around $2,000.
The transaction is set to drive further growth and housing opportunities in Plover. Swiderski has six months to decide whether to move forward with the development.
The project could break ground as soon as the fall of 2020.
TIF No. 4 movement
The village board recommended approval on TIF No. 4 amendments centered on providing a developer incentive for Lokre Development for their upcoming Plover project and utilizing increment funds from TIF No. 4 for planned Lake Pacawa updates.
The recommendation was made at a board meeting on Sept. 18.
Lokre is spearheading the district’s proposed 87-unit apartment complex project.
Kernosky added that building site plans, renderings, and more would go public after an upcoming Village Plan Commission meeting on Sept. 30.
The planned amendments could be finalized at a joint review board meeting on Oct. 2.
WhipLash and Brow receives alcohol license
A soon-to-open salon in Plover is one of the first businesses of its kind to receive a Class A Alcohol Beverage License in the village.
WhipLash, a salon and boutique, will offer samples of wines and other alcoholic beverages while guests get pampered. Kernosky noted that the practice of offering drink samples to customers is a popular trend across the country, but new to Plover.
“You see this a lot in dress shops and other places, so people who are wedding shopping can have a drink,” Kernosky said.
The license would not allow the business to sell open drinks. They are only permitted to offer unpaid samples along with their services. The salon could sell fully sealed alcohol bottles if they are not consumed on-site, according to Kernosky.
